The process is administered for Haryana by the state Directorate of Medical Education and Research along with the university designated for the year, working under the framework set by the Medical Counselling Committee and the National Medical Commission. Candidates who wish to be considered for Haryana state quota seats must register separately with the state, even if they have also registered for the all India quota counselling conducted centrally. Choice filling covers the government medical and dental colleges of the state as well as the private institutions that participate in the state process. Allotment is made round by round on the basis of NEET UG merit, category, reservation and the residence or domicile conditions the state publishes. Seats left vacant after the earlier rounds move into mop up and stray vacancy rounds. Because rules on domicile, bond service and fee categories change from year to year, students should follow only the prospectus and notices published by the state authority.

Candidates must have appeared in and qualified NEET UG for the relevant admission year, since this counselling has no test of its own and works purely on NEET UG merit. They must have passed class 12 or an equivalent examination with Physics, Chemistry, Biology or Biotechnology and English, and must satisfy the minimum age condition laid down for medical admission. For state quota seats, applicants also have to meet the residence, domicile or category conditions defined by Haryana, and produce the certificates that prove them at verification. The exact qualifying marks, age rule, category relaxations and domicile documents are specified in the official counselling notification and prospectus for that year, and these should be checked before applying.
